Sell and pay
in dirhams.
Coded Idea builds MLM software for direct-selling businesses in Dubai, Abu Dhabi, Sharjah and the rest of the UAE: distributor registration, genealogy, commission rules, an AED wallet ledger, Arabic and English panels, VAT-ready invoices and an approved payout run to your distributors’ UAE bank accounts.
Ready-to-launch software starts from ₹15,000 (about AED 580 or US$160) and custom builds from ₹35,000 (about AED 1,360 or US$370).
Our team works from Mohali (Sector 127, Punjab) and Bengaluru, India. No office in the UAE. Prices are in Indian rupees; dirham and US dollar figures are approximate conversions at ₹25.8 = AED 1 and ₹94.6 = US$1 (4–5 November 2026).

Is there an MLM law in the UAE? What we found, and who decides
General information, not legal advice. Take advice from a UAE lawyer or licensing consultant on your plan before launch.
No MLM-specific law found. We did not find a UAE federal law written specifically for multi-level or network marketing. The UAE Ministry of Economy & Tourism lists its consumer-protection legislation publicly: it includes the Consumer Protection law (Federal Law No. 15 of 2020), the Anti-Commercial Fraud decree-law (No. 42 of 2023), the Telemarketing Regulations (Cabinet Resolution No. 56 of 2024) and the rules on trade through modern technological means. None of them is an MLM statute, but they apply to the products your distributors sell and how they sell them (Ministry list).
Your licence is the first check. In mainland Dubai, trade licences are issued by the Dubai Department of Economy and Tourism (DET business licensing); in a free zone, by that free zone’s authority. Ask the licensing authority, before you build, whether your licence activity covers selling through independent distributors who earn commission.
This page covers the UAE only. Rules on network marketing differ sharply between Gulf countries and some ban it outright, so do not assume a UAE set-up covers selling elsewhere in the region.
Product sales vs pyramid: how the software keeps you on the right side
Without an MLM-specific statute, the safest design is a plan that clearly earns from real product sales. These are the points an adviser or licensing officer is likely to look at, and how the software can enforce them:
| What an adviser will look for | Product-sales plan | Pyramid warning sign | How the software can support it |
|---|---|---|---|
| Where commission comes from | Product or service orders | Joining fees and sign-ups | Commission base = order value only; joining fees excluded from every base |
| What is promised | Earnings depend on sales | Fixed or “guaranteed” returns | No ROI, daily-income or guaranteed-return widgets; earnings shown only from actual orders |
| What new members buy | Products they use or resell | Expensive starter packs to “qualify” | Rank rules based on sales volume; starter-pack purchases can be capped or excluded |
| Refunds | Refund reverses commission | Money kept, commission kept | A refund reverses the commission it created, up every level it paid |
| Proof | Records anyone can audit | No paper trail | Dated audit log of plan rules, payouts and admin changes |
If distributors call prospects. The UAE Telemarketing Regulations (Cabinet Resolution No. 56 of 2024) set rules for marketing calls, as summarised by the Ministry: calls only between 9 am and 6 pm, from local numbers registered to the licensed company, never to numbers on the Do Not Call Register (DNCR), with prior approval from the competent authority and a record of every marketing call (Ministry announcement, 29 Aug 2024). Ask your adviser whether your distributors’ calls fall under these rules. If they do, the lead module can store a “do not call” flag, log each call, and only show call reminders between 9:00 and 18:00 Dubai time.
Distributor data. The UAE’s Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) came into force on 2 January 2022 and generally requires consent to process personal data; the DIFC has its own Data Protection Law (DIFC Law No. 5 of 2020) (u.ae). We set up consent capture at distributor sign-up, role-based access, and exports that leave out bank details by default.
Crypto MLM in Dubai: what VARA’s rules mean for the software
General information, not legal advice. Read the current rulebook and take advice before any crypto launch.
VARA, across Dubai except the DIFC
Dubai’s Virtual Assets Regulatory Authority (VARA) regulates virtual assets across Dubai’s mainland and free zones, except the DIFC (vara.ae). VARA’s rulebook says businesses may not offer regulated virtual asset services or activities in Dubai without VARA approval or a confirmation of no objection (rulebook).
Marketing Regulations 2024
In force from 1 October 2024, they apply to all marketing of virtual assets or VA activities in or targeting the UAE. Marketing of a VA activity may only be carried out by a VARA-licensed VASP, or on behalf of and approved by one (General prohibitions).
No guaranteed returns, no FOMO
That marketing must not state or imply that returns are guaranteed or investments safe, must not create urgency or fear of missing out, must carry a prominent warning that virtual assets may lose their value in full or in part, and marketing records must be kept for at least eight years. Monetary or non-monetary incentives linked to a virtual asset need a compliance confirmation from VARA (Requirements for Marketing). A crypto bonus plan is likely to raise exactly that question.
What we can build into the software: a fixed risk-warning block wherever a token or virtual asset is shown; no ROI, “guaranteed” or countdown widgets; a dated archive of every marketing text and banner published from the admin panel; and a switch to keep crypto features off for UAE users until your licence position is confirmed.
We build software; we are not a VARA-licensed firm and cannot advise whether your plan needs a licence.

Collect in dirhams, pay distributors in dirhams
Orders are collected through a payment gateway on your own merchant account. Gateways that state they serve UAE merchants (checked 5 Nov 2026):
| Gateway | What its own site says | What we build around it |
|---|---|---|
| Network International (N-Genius Online) | Launched the N-Genius payment platform for UAE businesses; N-Genius Online is its online payments product | Checkout for product orders; paid orders flow into the commission run |
| Telr | Based in Dubai; “licensed and regulated by the Central Bank of the UAE”; payment gateway, payment links and QR codes | Payment links for distributors’ customer orders; webhook marks the order paid |
| Checkout.com | Granted a Retail Payment Services licence by the Central Bank of the UAE (May 2023) for merchant acquiring | Card checkout with order status synced to the wallet ledger |
| Stripe | Lists the United Arab Emirates among its supported countries | Card checkout and subscriptions where you use Stripe |
We integrate the gateway you choose under your account and KYC; gateway fees are charged by the provider to you. Sources: Network International, Telr, Checkout.com, Stripe.
Wallet first, approved payout file second
Commission is posted to an AED wallet first. Your finance team reviews and approves the run (totals, top earners, held accounts), then the software produces a payout file of approved amounts and UAE IBANs in the format your bank’s corporate portal accepts. A rejected payment goes back to the wallet instead of disappearing.
Instant payments, if your bank offers them
Al Etihad Payments, a subsidiary of the Central Bank of the UAE, launched Aani in October 2023: instant payments 24/7, including transfers using only the recipient’s phone number, through participating banks (CBUAE release). Ask your bank whether it supports business payouts through Aani; we build the payout step to match what your bank offers.
Gateway features, fees and limits change. We confirm current options with your provider during setup.
Arabic and English panels, AED amounts, VAT-ready invoices
The details a UAE finance and operations team asks about first.
Arabic and English
Member and admin panels can switch between English and Arabic, with the Arabic view laid out right to left (menus, tables, genealogy tree and forms mirrored), and names stored in both scripts where you need them. You supply or approve the Arabic text; we wire it in.
AED first
Prices, orders, wallets and commission runs are kept in AED. Multi-currency handling is scoped as part of a custom build if you also sell in other currencies.
VAT at 5%
VAT was introduced across the UAE on 1 January 2018 at a standard rate of 5%; registration is mandatory above AED 375,000 of taxable supplies and imports, and voluntary above AED 187,500 (Ministry of Finance, Federal Tax Authority). The software can show VAT as a separate line on orders and invoices, and report VAT per period for your accountant. Your tax adviser confirms the invoice fields you need.
Region of your choice
Hosting can be set up in a Middle East cloud region if you need it; this is confirmed in your written quote.

A UAE project, run online from Mohali and Bengaluru
Coded Idea is a software company founded in 2020 that has delivered 100+ projects. Our offices are in Mohali (Sector 127, Punjab) and Bengaluru. No office in the UAE: we work with UAE clients online.
Time difference: Dubai (GST, UTC+4) is 1 hour 30 minutes behind India (IST, UTC+5:30), so a 10:00 call in Dubai is 11:30 in Mohali. Almost the whole UAE working day overlaps with ours.

MLM software in Dubai: your questions answered
Do you have an office in Dubai or the UAE?
No. Coded Idea’s offices are in Mohali (Sector 127, Punjab) and Bengaluru, India. We work with clients in Dubai, Abu Dhabi, Sharjah and the rest of the UAE online: video walkthroughs, screen-share demos, WhatsApp and email. Dubai is 1 hour 30 minutes behind India, so almost the whole working day overlaps.
How much does MLM software cost for a Dubai business?
Ready-to-launch MLM software starts from ₹15,000 (about AED 580 or US$160) and custom builds from ₹35,000 (about AED 1,360 or US$370). Crypto MLM starts from ₹30,000 (about AED 1,160), or ₹45,000 (about AED 1,750) custom. Hybrid and enterprise work is quoted separately. Conversions are approximate, at ₹25.8 = AED 1 and ₹94.6 = US$1 on 5 November 2026. Gateway fees are charged by the provider; hosting is confirmed in your written quote.
Is MLM legal in the UAE?
This is general information, not legal advice. We did not find a UAE federal law written specifically for MLM. Your trade licence activity (from Dubai’s Department of Economy and Tourism or your free zone authority) and consumer protection law still apply, and the telemarketing rules may apply if distributors call prospects. A plan that pays commission only on real product sales, with no joining-fee commissions or promised returns, is the safer design. Ask a UAE lawyer to review your plan before launch.
Which payment gateways can the software use in the UAE?
We integrate the gateway you choose on your own merchant account, for example Network International (N-Genius Online), Telr, Checkout.com or Stripe, which all state that they serve UAE merchants. Distributor commission goes to an AED wallet first; after your finance team approves the run, the software produces a payout file of UAE IBANs for your bank.
Can you build crypto MLM software for a Dubai company?
We build crypto MLM software, from ₹30,000 or ₹45,000 custom. In Dubai, virtual asset activities are regulated by VARA, and its Marketing Regulations 2024 restrict who may market virtual asset activities and ban implying guaranteed returns. We are not a VARA-licensed firm. Confirm your licence position with an adviser before launch.
Can the software work in Arabic and add 5% VAT?
Yes. Member and admin panels can switch between English and Arabic, with the Arabic view laid out right to left. You supply or approve the Arabic text. The software can show VAT at the UAE standard rate of 5% as a separate line on orders and invoices and report it per period; your tax adviser confirms the invoice fields you need.
Show us your plan. We will map the build.
Tell us your plan type, payment gateway and languages. We reply with the next step and a starting price that fits.
